The fall of the Assad regime has reignited hopes for accountability and a democratic transition in Syria. Yet, impunity remains a genuine risk. The EU has a pivotal role to play in ensuring a successful transition and securing criminal accountability for international crimes in Syria. To aid these endeavors, the EU must promote a compre- hensive and inclusive transitional justice process—with victims, survivors and civil society at the forefront. This policy paper outlines the core pillars that must guide the EU’s contributions to criminal accountability: namely, long-term and effective funding, civil society support, inclusive victim participation, and continued universal jurisdiction investigations.
