Patchwork justice for Syria?

Achievements and blind spots in the struggle for accountability

Policy paper
2024

As long as the Assad regime remains in power, no genuine investigations into the crimes committed in Syria since 2011 will take place in the country. Yet, even though there is also little prospect of accountability on an international level due to the blockage of the International Criminal Court, impunity for crimes committed in Syria is no longer absolute. Trials and investigations are underway or have already taken place in several third states. Although many crimes and perpetrators have yet to be prosecuted, it must be seen as a major achievement for justice efforts for Syria that the system of international justice could deliver impressive initial results.  In collaboration with the Syrian Network for Human Rights, ECCHR has published the report to provide an overview of the accountability efforts to address crimes in Syria from 2011 onwards.
